10. Tóm tắt các kết quả của luận văn:
Đề tài đã nghiên cứu, đi sâu và làm rõ cơ sở lý luận chung về hoạt động PCCC của lực lượng dân phòng tại khu dân cư: đưa ra khái niệm về khu dân cư, các điều kiện an toàn PCCC khu dân cư, khái niệm dân phòng, đội dân phòng; các nội dung hoạt động PCCC tại khu dân cư. Chỉ rõ vị trí, vai trò của lực lượng dân phòng tại khu dân cư, trách nhiệm của các đợn vị có liên quan trong hoạt động PCCC của lực lượng dân phòng.
Trên cơ sở nghiên cứu tài liệu, kết hợp với khảo sát thực tiễn luận văn tập trung phân tích, đánh giá thực trạng, tổng quan tình hình cháy nổ, tình hình phát triển kinh tế xã hội có liên quan đến hoạt động PCCC của lực lượng Dân phòng tại các khu dân cư. Đánh giá thực trạng hoạt động PCCC của lực lượng Dân phòng; trách nhiệm của các chủ thể đối với hoạt động PCCC của lực lượng dân phòng tại các khu dân cư.
Từ đó nhận xét đánh giá kết quả đạt được, chỉ ra tồn tại, thiếu sót, nguyên nhân của những tồn tại, thiếu sót; dự báo tình hình kinh tế xã hội liên quan đến công tác PCCC tại khu dân cư; các yêu cầu đặt ra đối với hoạt động PCCC tại khu dân cư và đề xuất đưa gia các giải pháp nhằm nâng cao hiệu quả hoạt động PCCC của lực lượng dân phòng tại khu dân cư trên địa bàn thành phố Điện Biên Phủ, tỉnh Điện Biên.
11. Khả năng ứng dụng trong thực tiễn:
Kết quả nghiên cứu của luận văn có thể sử dụng để làm tài liệu tham khảo và áp dụng trong công tác tổ chức quản lý hoạt động của lực lượng dân phòng. Giúp cho Phòng cảnh sát PCCC & CNCH Công an tỉnh Điện Biên rút ra được những ưu và nhược điểm trong công tác tổ chức hoạt động phòng cháy, chữa cháy của lực lượng dân phòng trên địa bàn thành phố Điện Biên Phủ, tỉnh Điện Biên. Từ đó giúp cho lực lượng PCCC làm tốt công tác quản lý nhà nước về phòng cháy, chữa cháy tại khu dân cư.

10. Summary of the thesis result:
The thesis has studied and made clear general theoretical foundations about fire prevention and fighting of civil defense forces in the population area: giving a definition of population areas, conditions for fire safety in population areas, definition of civil defense, civil defense groups as well as contents of fire prevention and fighting in population areas; pointing out position and role of civil defense forces in population areas, responsibility of relevant units in fire prevention and fighting of civil defense forces.
On the basis of studying documents, together with practical surveys, the thesis has concentrated on analyzing and assessing the real situation as well as overview of fire and explosion, the economic and social development related to fire prevention and firefighting of civil defense forces in population areas. The thesis has also evaluated the real situation of fire prevention and fighting of civil defense forces; responsibility of subjects for this activity of civil defense forces in population areas.
After that, the thesis has given some comments and assessments of the result achieved, pointed out existences and shortcomings, reasons for those existences and shortcomings; forecasted socio-economic situation related to fire prevention and fighting in population areas; stated requirements for fire prevention and firefighting in population areas; thus recommended solutions to improve effectiveness of fire prevention and fire fighting in population areas in Dien Bien Phu City, Dien Bien Province.
11. Capacity of practical application
The research result of the thesis can be used to be reference and applied in the organization and management of civil defense activities. It helps the Police Department of Fire Prevention, Firefighting and Rescue of Dien Bien province draw lessons for their strengths and weaknesses in the organization of fire prevention and fighting of civil defense in Dien Bien Phu City, Dien Bien Province; thus to help them well implement the state management of fire prevention and fighting in population areas.
12. Applicability in fact:
The Thesis’s findings may be used as references for studying and finalizing the legal documents and working procedures relating to the organization and management of civil defense activities in Dien Bien Phu province. Moreover, these findings help Dien Bien Phu province’s fire fighting and prevention police to grasp thoroughly the state management in fire fighting and prevention for population areas. Thereby, to develop and practice the solutions to recover the current weaknesses and increase step by step the organization and management of civil defense activities in Dien Bien Phu province and other localities.
